Step 1: Make sure your Nexus 9 is running on the latest OS.
Step 2: If your device is rooted then install stock rom.
Step 3: Update your GPS app if there is an new version.
Step 4: Try uninstalling the GPS app and then install it again.
Step 5: Hard reboot your Nexus 9.
Step 6: Perform a factory reset on your Nexus 9.
Step 7: Try other GPS apps other than stock apps.
Step 8: You can get a new device in replacement.
