Step#3: Delete the old iCloud Backups.

  • Storage
  • Manage Storage
  • Tap on old backups you want to delete.
  • Tap on delete.

Step#4: Disable automatic backup of apps.

  • Settings
  • iCloud
  • Storage
  • Manage Storage
  • Check the backups of the apps.
  • Go back to iCloud settings.
  • Tap on the apps which are using extra space, toggle off.
  • Go back and tap in photos.
  • Toggle off all the three options.

After trying all these steps still you iCloud backup is not working then you should update your iPhone and iPad to the latest iOS 9.0.2.
